There are devices now that will power a dash cam from the OBD port.

There are different ones, depending on size of USB connector on the dash cam. You'll just need to do a search. They all offer Low Voltage Input Protection where if the voltage drops below a certain amount it will shut down to save flattening your battery.
Also, some have switches on to enable you to leave the dash cam powered up all the time, or to switch off after approx. 1 hr.
