I've seen some black Fogs/indicators that I want to get for my 2010 Astra, is it possible to remove the front fogs without removing the bumper?

It maybe but very fiddly.

Dammit, looks like I'll wait till I get the black headlights, then have the bumper off, and do the fogs, headlights, and fit the HID kit at the same time
