Intercooler pipe

Hi, I have a Astra j 1.7 cities 2013. I have oil underneath the intercooler pipe where it meets the throttle body. Should the pipe move a little where the clip is ? Or should it be tight ?

When replacing mine on the 2.0cdti it had clip both ends, so I would assume it would be the same on the 1.7.

Have a look at this pic it shows both clips.
