Do you need to be a paid member or something to list in the for sale sections??

Wanted to list a couple of owners packs that I have, but there is no new post tab when I go in, Ive read through the rules and I cant find anything that suggests I dont have permissions?

Hope Im not missing something obvious here n looking thick haha
