I use Waze. Best smartphone GPS app there is. Up to date traffic info is the best..

Of you don't want to use your mobile data connection you will never get traffic info, whatever app you use.
Without internet your options are limited too:
- Google maps: You have to download the area on your home wifi and save it to your smartphone. This function is called "Offline Area's". If you leave the area you downloaded you won't see any roads or addresses. Positive: You can just "googl" an address in the app.
- TomTom GO Mobile: You can download whole countries for free (again on your home WiFi) and use it without data connection for 75km/month (I'm guessing 50 miles/month for you guys). If you drive more than that (I'm sure you do) then you will have to pay for the app. This is about 20 pounds a year I think. Negative: you have to know the exact address.
- HERE WeGo: Same as TomTom but totally free. But they totally updated the app a few months ago and a lot of people don't like it anymore.

The best you can do is use Waze. It doesn't use that much data. And there are a tip to reduce data usage:
- Start the directions to your location in a place where you have a WiFi connection. That way Waze will download all the roads on the wifi and it remembers them when you are on the road even without Mobile data turned on. But if you deviate from that route it won't have the roads loaded.
As you see, you don't always need a good mobile data connection, it will still function as long as you have a GPS connection. And it doesn't use that much data (unless all you do is drive around with it all day).
